A letter has been forwarded to the HSE and a reply will issue to the Councillor in due course.

To ask the Manager (details supplied).

Details supplied: in relation to the Passport for Leisure can the Manager confirm whether Limelight Communications or Countdown document usage of the discounts offered by the Scheme?  Can the Manager provide details of the annual remuneration paid to both Limelight Communications and Countdown since the inception of the scheme?

            Reply:

            Dublin City Council signed an agreement with Limelight Communications and                   Countdown in March 2010 to put the scheme on sustainable footing and to make it     cost neutral to the Council.

            Countdown has advised that because of the price structure of the card it does not incorporate swipe technology which means it is not possible to fully track the amount of discounts taken up.  Countdown work very closely with the marketing partners re offers & specials etc and the feedback they get suggests to them a high usage. Over the past number of years Countdown has a retention level of over 90% of the marketing partners.

Countdown receive under contract a set fee from each card resulting in fees below

Details supplied: if he can detail the number of illegal dumping fines issued for the area at McKee Barracks facing Dunard Estate on Blackhorse Avenue on a monthly basis for the last year?  Can he also detail how many of these fines have been paid.

            Reply:

           
From 01/01/2012 to date a total of 3 fines were issued for above location.  One fine was paid with prosecutions initiated for the remaining two.  The summons was returned for one of the prosecutions as the alleged offender no longer lives at the address and the other case is awaiting hearing.  It is often the case that no evidence is available to identify the individuals carrying out the dumping at the particular location, thus making it impossible for the offence to be prosecuted.

Details supplied: can he detail the number of illegal dumping fines issued  for the area covered by the North Inner City Litter Action Group since the formation of this group and compare this figure to the number of illegal dumping fines issued prior to formation.

            Reply:

The North Inner City Litter Action Group (N.I.C.L.A.G) was established on the 7th January 2013.  The number of illegal dumping fines issued over the last 4 months relating to the North Inner City are as follows:-

December 2012             -                       24
January 2013                 -                       49
February 2013.              -                       152
March 2013.                  -                       46

An additional 103 fines have been issued since the formation of N.I.C.L.A.G. following surveying of sites and the exercise of investigation of dumped bags in Quadrants 1,2, and 3.
